SB 1211 parking requirements

How SB 1211 changes parking rules: cities can no longer require 1:1 replacement for parking removed to build ADUs.

Pre-2024, California cities routinely required 1:1 replacement parking for any spaces lost to ADU construction — which made converting surface parking economically pointless. SB 1211 amended Government Code §66313 to flatly prohibit this. Cities cannot require replacement of any parking spaces removed to accommodate an SB 1211 ADU.

The practical effect: a 12-stall surface parking lot in front of an 8-unit building can now host 8 detached ADUs without the owner being forced to rebuild parking elsewhere. This is the largest unlock in the bill.

What cities can still do: enforce objective fire-access standards (so emergency vehicles can reach the new units) and require parking for the new ADUs themselves where the lot isn't within ½ mile of transit.
