Water, sewer, gas, electric requirements under SB 1211.
SB 1211 ADUs trigger utility upgrades: water meter (or shared lateral), sewer connection (most often the largest cost), gas (if used), and electrical service. Existing multifamily lots usually have sufficient electrical capacity but undersized water/sewer laterals.
Per §66317 (the impact-fee statute), cities cannot charge ADU-specific connection fees disproportionate to the unit's actual demand. But the physical infrastructure work is the owner's cost.
